I suspect much of TLC software is so old that it won't work with Windows 7. At least one document about Carmen Sandiego says that it requires

You can try running the Windows 7 Program Compatibility Troubleshooter, but I suspect it won't help. Click the Start Orb and then click 'Help and Support.' Type in 'Compatibility' (without quotes) and press Enter.
If you have Windows 7 Professional (or Ultimate or Enterprise), your programs might work in XP Mode if they are not highly graphic intensive. Sorry, XP Mode is not available for Windows 7 Home.
